DeeDee McKinney has worked in healthcare for 34 years in several different capacities beginning as a float receptionist in a large multi-specialty clinic. During her time at that clinic, she moved into software administration and training while returning to college part-time to complete her bachelor's degree, all while raising her children as a single mom. DeeDee accepted a position at Community Healthcare Center in 2001. During her time there, she has managed multiple programs including state and federal grant facilitation and reporting, software administration, project management and supervision of multiple departments while also doing a stint as an adjunct at Vernon College. She recently received certification in Critical Incident Stress Management. She has served on the Vernon College Dental Advisory Board, AHEC and participates in our local RAC (Regional Advisory Council).

Jesus Gonzalez Grado is a Public Health Liaison for the City of Lubbock Health Department. He received his Master in Public Health from the Texas Tech University Health Sciences Center in December 2021. His work in the Health Department is specialized in Health Equity and addressing Social Determinants of Health. Jesus’ experience combines community outreach, advocacy and partnership building to create opportunities that improve community health and allow all to achieve the best possible health outcomes.

Dr. Hector I. Ocaranza is a native of the El Paso-Juarez borderland community. He has served the people of El Paso, Texas as the Local Health Authority for over 14 years.
Dr. Ocaranza completed his General Pediatrics residency training in 1999 at Texas Tech University Health Sciences Center in El Paso and has been board certified in general pediatrics since 1999. His passion for Public Health and serving his community led him to earn his master’s in public health from the University of Texas Houston-School of Public Health in 2014.
In his role as the Local Health Authority, he has participated in a myriad of public health threats and challenges including the COVID-19 pandemic. He has been the medical director of the Sexually Transmitted Diseases and Immunizations clinics at the Department of Public Health since 2016. Most recently, he has been fulfilling the position of interim director position of one of the 35 largest Health Departments in the country.
Dr. Ocaranza has also run a successful general pediatrics clinic for over 23 years in Anthony, N.M.; a rural, underserved community located in the southern part of Dona Ana County. The practice aims to make a difference in the lives of many children who live in the rural community who have been negatively affected by health disparities and inequalities by providing specialized services and addressing many of the social determinants of health.
Additionally, Dr. Ocaranza has held clinical instructor appointments from Texas Tech University Health Sciences Center and the University of New Mexico.
