To expand collaboration on another level, the Think Tank established an ongoing relationship with each of the System institutions’ Student Government Associations. This will be accomplished through a Presidents Council consisting of each of the respective Student Body Presidents. The objective of this council will be to provide an outlet for discussion of the different health issues students are experiencing within the system to foster collaborative discussion to provide solutions to these issues.
The purpose and mission for the Presidents Council within the Texas Tech University System Health Policy and Public Health Think Tank is to create an opportunity for the student bodies of the Texas Tech University System to speak on behalf of the health issues and current health crises that may be affecting the overall student lifestyle and higher education experience.
The Presidents Council (hereafter referred to as the Council) will be an affiliate association within the Texas Tech University System Health Policy and Public Health Think Tank.
The Council will be composed of the Student Body President from each institution under the Texas Tech University System as well as the Co-Executive Directors, Secretary and the Vice-Secretary of the Think Tank.
The Council is an inter-connective way to stimulate a stronger student representation for any health disparity or health issue within the Texas Tech System. It shall also foster collaboration between the members of all Student Government Associations and the Texas Tech University System Health Policy and Public Health Think Tank.
The Council will meet quarterly on an academic calendar basis.
The Council will be a channel for student representation and student insight on each institution's health policy and public health activities.
The time, place, and procedures for these meetings will be set by the Council members.
All minutes for the General Meetings will be recorded and sent out to the members.
In the case of an exponential crisis that pertains to the health and wellness of all individuals in the Texas Tech University System, any member of the Council may call for an emergency meeting.
The Emergency Meeting must be met with urgency, and the members must meet within five business days that the meeting is called.
All minutes for the Emergency Meetings will be recorded and sent out to the members.
All members of the Council must be present in order to conduct business and make decisions.

Student Body President of Texas Tech University Health Sciences Center (1)
Student Body President of Angelo State University (1)
Student Body President of Texas Tech University Health Sciences Center El Paso (1)
Student Body President of Midwestern State University (1)
Co-Directors of the Texas Tech University System Health Policy and Public Health Think Tank (2)
All voting decisions shall be made by a majority of the Council members present and voting unless otherwise specified.
If in the event that there are vacancies or absences in the Council for a voting, the decision must be tabled or for other modes of voting procedures to be proposed.
In the case of any health issues or disparities pertaining to all institutions within the Texas Tech University System, the members have the right to act upon the event legislatively.
In the agreement of all voting members, a legislation piece from the Council may be put on the floor of the Joint Congress.
In the occurrence that the Texas Tech University System Health Policy and Public Health Think Tank holds an event that is open to all institutions, it is advised that the Council also attend.
